The Town Assessor's Office administers the Town's property tax program in accordance with Connecticut General Statutes. On an annual basis, the Assessor's Office compiles the Grand List of taxable and tax exempt property. This listing is composed of real estate, motor vehicles, and personal property owned or leased by town businesses. The mill rate for the 2015 Grand List will be set in May 2016. 

The July 2016 Tax Bills for the 2015 Grand List cover the assessment year beginning October 1, 2015 through September 30, 2016, but are paid during the fiscal year running from July 1, 2016 through June 30, 2017.  Taxes are due without penalty 30 days after mailing. If you do not receive a tax bill on your property or motor vehicle by July 15, 2016 please call 860-429-3374. Adjustments to your motor vehicle tax bills may only be made with two proofs of disposal. Active Duty Veterans must annually submit their active duty orders or a letter from their commander to the Assessor's Office in order to receive Motor Vehicle benefits.

2014 Revaluation Project is officially finished!  The next Town-wide Revaluation is scheduled for October 1, 2019.

Board of Assessment Appeals

In accordance with the Connecticut General Statutes 12-111, the Mansfield Board of Assessment Appeals will hold their March meetings at the Assessor's Office, Audrey P. Beck Building (Town Hall), 4 South Eagleville Rd., Storrs on:

Tuesdays, March 1 and March 15, 2016 between 6:30 – 8:30 PM

And Saturday, March 26, 2016, 9AM – 12 Noon and 1 – 4 PM

The purpose of these meetings are to hear appeals on assessments for the October 1, 2015 Real Estate and Personal Property Grand Lists, as well as the October 1, 2014 Supplemental Motor Vehicle Grand List.  Any taxpayer wishing to file an appeal should contact the Assessor’s Office for an appointment and Appeals form at: (860)429-3311.  A printable version of the Appeals form is also available (click here).  Appeal forms must be returned or post-marked no later than February 20, 2016 for your appeal to be heard.


Income and Expense Forms

Annual Income and Expense Reports for rental properties for the calendar year 2015 are due by June 1, 2016.  Click Here if you didn't receive a form in the mail or if you need extra copies.

Motor Vehicles

If a vehicle has been disposed of, sold, junked, or traded, and the plates have been cancelled with the Department of Motor Vehicles, signed proof (with manner of disposal) must be sent to the Assessor's Office or faxed to 860.429.7785. We will pro-rate bills by the month. Recommended proofs of disposal may be found on this list. Cancellation of registration must be made through the Department of Motor Vehicles and plates must be returned. Mail a copy of the signed receipt (with manner of disposal) from the Department of Motor Vehicles to your local Assessor's Office for adjustments.

Please Note, cancellation of registration alone is not enough; the vehicle must no longer be in your possession. Non-registered vehicles are taxable and must be declared as personal property each October.

Elderly and totally disabled tax relief program applications must be filed with Kathy Ann Easley at the Senior Center between February 1, 2016 and May 15, 2016.

State of Connecticut Program is available to Residents of Mansfield who:

· Have attained the age of 65 on or before December 31, 2015.

· Hold full time residence in Mansfield.

· Received an income not exceeding $35,200 for a single person or $42,900 for a married couple.

Note: Those on social security disability are exempt from the age requirement.

Applications can be filed with Kathy Ann Easley at the Senior Center, 303 Maple Road, Storrs.  Please call 860-487-9873 for an appointment.

Proof of income: social security, 1099 earnings, copy of FILED Federal Income Tax Return, if applicable, is required.

Those persons who are already on the program and required to renew have been mailed an application.
