The Town Assessor's Office administers the Town's property tax program in accordance with Connecticut General Statutes. On an annual basis, the Assessor's Office compiles the Grand List of taxable and tax exempt property. This listing is composed of real estate, motor vehicles, and personal property owned or leased by town businesses. The mill rate for the 2010 Grand List is 26.68. The 2011 Grand List mill rate will be set in May 2012.
The upcoming July 2012 Tax Bills for the 2011 Grand List cover the assessment year beginning October 1, 2011 through September 30, 2012, but are paid during the fiscal year running from July 1, 2012 through June 30, 2013. Taxes are due without penalty 30 days after mailing. If you do not receive a tax bill on your property or motor vehicle by July 15, 2012 please call 860-429-3307. Adjustments to your motor vehicle tax bills may only be made with two proofs of disposal. (see FAQs). Active Duty Veterans must submit their active duty orders or a letter from their commander to the Assessor's Office in order to receive 2011 Motor Vehicle benefits.
Board of Assessment Appeals
The March 2012 appeals are for the 2011 Grand List Real Estate and Personal Property, as well as the 2010 supplemental Motor Vehicle List. Please Note: an appointment IS required for the March Appeal hearings and an Appeal Form MUST BE filed by February 20, 2012. Appeals forms may be obtained online or at the Assessor's Office located at the Audrey P. Beck Municipal Building at 4 South Eagleville Road in Storrs, Connecticut (860.429.3311).
March 2012 Board of Assessment Appeals dates are Saturday, March 3rd 9:15am -11:45am and 1:00pm - 4:00pm, Tuesday March 13 6:30pm - 8:15pm, Tuesday March 20 6:30pm - 8:15pm.
If a vehicle has been disposed of, sold, junked, or traded, and the plates have been cancelled with the Department of Motor Vehicles, signed proof (with manner of disposal) must be sent to the Assessor's Office or faxed to 860.429.7785. We will pro-rate bills by the month. Recommended proofs of disposal may be found on this list. We are audited by the State and are required to have proof of disposal for adjustments.
Cancellation of registration must be made through the Department of Motor Vehicles and plates must be returned. Mail a copy of the signed receipt (with manner of disposal) from the Department of Motor Vehicles to your local Assessor's Office for adjustments.
Please Note, cancellation of registration alone is not enough; the vehicle must no longer be in your possession. Non-registered vehicles are taxable and must be declared as personal property each October.
