The Town Assessor's Office administers the Town's property tax program in accordance with Connecticut General Statutes. On an annual basis, the Assessor's Office compiles the Grand List of taxable and tax exempt property. This listing is composed of real estate, motor vehicles, and personal property owned or leased by town businesses.

The Mill Rate for the 2017 Grand List is 30.88 

The upcoming July 2019 Tax Bills will be for the 2018 Grand List (covering the assessment year beginning October 1, 2018 through September 30, 2019), but are paid during the fiscal year running from July 1, 2019 through June 30, 2020.  Taxes are due without penalty by August 1, 2019. If you do not receive a tax bill on your property or motor vehicle by July 15, 2019 please call 860-429-3374. Adjustments to your motor vehicle tax bills may only be made with two proofs of disposal. Active Duty Veterans must annually submit their active duty orders or a Property Tax Exemption Application signed by their commander to the Assessor's Office in order to receive Motor Vehicle benefits.

2019 REVALUATION UPDATE

The 2019 Town-wide Revaluation project is underway!  Residential Data Verification Reports, aka, “Data Mailers” were mailed by our vendor, Vision Government Solutions, Inc. (Vision), on January 30th

It is extremely important to the success of this project that you confirm the data contained therein. We’re looking for a 100% return! It should only take a few minutes of your time to review the information. We ask that you make any necessary corrections right on the form. Corrections or not, please be sure to fill out your contact information at the bottom (remember to sign and date it) and return to Vision directly within 10 days of receipt, via mail, fax, or email.  Their contact information is located in the upper right corner of the mailer.

Please note:  There has been some confusion regarding # of fireplaces. The first line is the actual count, while the second line, “# of additional fireplace openings” is duplicate information, pulled from another code in our database.

Board of Assessment Appeals

In accordance with the Connecticut General Statutes 12-111, the Mansfield Board of Assessment Appeals will hold their March meetings at the Assessor's Office, Audrey P. Beck Building (Town Hall), 4 South Eagleville Rd., Storrs on:

Tuesday, March 26, 2019, 6AM – 8:30 PM and

 

Saturday, March 30, 2019, 9AM – 12Noon (& 1PM – 4PM, as needed)

The purpose of these meetings are to hear appeals on assessments for the October 1, 2018 Real Estate and Personal Property Grand Lists, as well as the October 1, 2017 Supplemental Motor Vehicle Grand List.  Any taxpayer wishing to file an appeal should contact the Assessor’s Office for an appointment and Appeals form at: (860)429-3311.  A printable version of the Appeals form is also available(click here).  Appeal forms must be returned or post-marked no later than February 20, 2019 for your appeal to be heard.

Defective Concrete and Crumbling Foundations Information Update

Mansfield is one of about twenty plus municipalities in Northeastern Connecticut known to have properties built using defective concrete in building foundations. Legislation has recently passed allowing owners of properties built in 1983 or later, who have been impacted by defective concrete, to receive a reduced property assessment. You must, however, have a licensed, professional engineer inspect your property and provide you with a written report indicating that your property has defective concrete.  A copy of the engineer’s report must be submitted to the Assessor’s Office, and the assessment staff must also inspect your property.  For more information about the process of receiving a reduced assessment, please contact our office by phone: (860)429-3311 or email: assessor@mansfieldct.org.

Income and Expense Forms

Annual Income and Expense Reports for rental properties for the calendar year 2018 are due by June 3, 2019.  Click Here if you didn't receive a form in the mail or if you need extra copies.

Motor Vehicles

If a vehicle has been disposed of, sold, junked, or traded, and the plates have been cancelled with the Department of Motor Vehicles, signed proof (with manner of disposal) must be sent to the Assessor's Office or faxed to 860.429.7785. We will pro-rate bills by the month. Recommended proofs of disposal may be found on this list. Cancellation of registration must be made through the Department of Motor Vehicles and plates must be returned. Mail a copy of the signed receipt (with manner of disposal) from the Department of Motor Vehicles to your local Assessor's Office for adjustments.

Please Note, cancellation of registration alone is not enough; the vehicle must no longer be in your possession. Non-registered vehicles are taxable and must be declared as personal property each October.
