Milestones

The Mansfield Downtown Partnership, Inc. has reached many important milestones in its efforts to redevelop Downtown Storrs. Below are some highlights of their work. For more information, please contact the Partnership office at 860.429.2740 or mdp@mansfieldct.org.

Construction

On June 29, 2011, the Mansfield Downtown Partnership celebrated a ceremonial groundbreaking for Phases 1A and 1B of the new development in Downtown Storrs. The first buildings (1, 9, and 11 Dog Lane) were completed just over a year later, at which time the residential apartments, The Oaks on the Square, welcomed their first residents. 

Since the first of the newest buildings opened in August 2012, Downtown Storrs has been truly transformed. The downtown is now home to 80 businesses. The Oaks on the Square, with over 600 market-rate, residential apartments owned and managed by EdR, have been fully leased since opening. 

Construction is now complete for this multi-phased project. Phase 3, a residential neighborhood to the east of Wilbur Cross Way, was completed in 2016. The Main Street Homes at Storrs Center features forty-two townhomes and single-level flats.

Grants

The Town of Mansfield has received a number of private foundation, state, and federal grants for use in the redevelopment of Downtown Storrs, including:

  • Jeffery P. Ossen Family Foundation Grant of $190,650 for stage pavilion on the Town Square, 2014 
  • Main Street Investment Fund Grant of $500,000 to enhance the public spaces of Downtown Storrs, 2013
  • DECD Brownfields Grant of $450,000 for investigation and soil remediation as identified in the Storrs Center Municipal Development Plan, 2012
  • STEAP Grant of $500,000 for infrastructure in Downtown Storrs, 2012
  • FTA Grant of $4.9 Million for intermodal transportation hub and transit pathway, 2010
  • STEAP Grant of $200,000 for infrastructure in the Town Square area of Phase 1 of Downtown Storrs, 2009
  • FY2009 Federal Omnibus Budget: $712,500 for Phase One of Downtown Storrs, 2009
  • $10 Million Grant from the State of Connecticut for an intermodal facility/parking garage in Downtown Storrs, 2008
  • DECD Urban Action Grant of $2.5 Million for streetscape improvements to Storrs Road, 2007
  • FTA Grant of $490,000 for construction of an intermodal facility/parking garage in Downtown Storrs, 2007
  • DOT Grant of $1.173 Million for streetscape improvements to Storrs Road, 2006
  • DOT Grant of $2.5 Million for streetscape improvements to Storrs Road, 2005
  • USDA Rural Development Grants of $50,000 and $90,000 for the creation of the Municipal Development Plan for the Town of Mansfield and Downtown Storrs, 2004 and 2003 respectively
  • STEAP Grant of $500,000 for construction of the first phase of Storrs Center, 2003
  • STEAP Grant of $500,000 for construction of the pedestrian walkway and creation of the Municipal Development Plan for the Town of Mansfield and Downtown Storrs, 2002
  • USDA Rural Development Grant of $35,000 for the completion of an Economic Study for Downtown Storrs, 2002

To date, the Town of Mansfield has received over $24 Million in State and Federal funding and private grants for the redevelopment of Downtown Storrs, testament to the broad support for a project that will enhance the economic strength of the Town and the region while promoting environmental sustainability through careful planning, preservation, and density of uses.

Awards and Recognition

The Mansfield Downtown Partnership’s efforts on behalf of the Town of Mansfield and the University of Connecticut in redeveloping Downtown Storrs have earned recognition within the state and nationally.
