Housing Rehabilitation Program

If your home is in need of repair, we may be able to help. Thanks to funding provided by the U.S. Department of Housing and Urban Development (HUD) and the Connecticut Department of Housing through the Small Cities Community Development Block Grant (CDBG) Program, we are able to assist qualified homeowners in completing needed repairs.

The Mansfield Housing Rehabilitation Revolving Loan Program provides 0% interest loans to income-eligible homeowners to finance home repairs and energy efficiency improvements. Like a regular mortgage, the Town places a lien on your property for the amount of the loan; however, there are no monthly payments required. When you sell or refinance your home, the loan is repaid and the funds are then used to assist another family with repairs.

The Housing Rehabilitation Program is intended to assist homeowners with basic repairs and improvements.  Examples of eligible improvements that can be financed through this program include:

  • Energy efficiency upgrades (electrical, heating and plumbing systems)
  • Structural repairs/improvements (foundations, sills, joists, columns, beams)
  • Roof repair/replacement
  • Windows
  • Doors
  • Private well/septic system repair/replacement
  • Public water/sewer line lateral connection repairs/replacements
  • Accessibility for individuals with disabilities
  • Gutters and downspouts
  • Insulation
  • Mold remediation
  • Lead paint abatement/remediation

Because funding is limited, the maximum dollar amount that can be spent per single-family home is $30,000; therefore, not all of the items on your list may be completed.
